Use a forum to post an [img], then double meta php that leads to the exe file. Would it execute?

Never seen this before but I think it could not happen as PHP posts must be in html files, not leading to a image

Maybe I didn't explain quite right; the img itself, posted say on a forum, would then lead to (if clicked, I imagine, not simply from appearing in the forum) the meta php redirect and lastly, within the php, to an .exe (rather than to an affiliate link). Purely speculation on my part.
