highly recommend, not must. Get yourself a netspend prepaid debit card (netspend.com) in whatever name you want, then open up a PP account with that same name and address. When you get and activate your card, you can add it as a bank account for PP (see the netspend website), confirm it, then (if you want) add the debit card to your pp account, confirm it. Shazam! you just got a PP account with confirmed bank account and credit card. You can transfer money out of your pp and onto your netspend card, then withdraw from atm or buy shit with it or whatever. There are limits to how much you can put on your card (I think $3500/month? not sure), but you can get more cards in different names and add them to the same pp account. Hope that made sense.

PP fucks with everyone. They are not a bank or financial institution, they are bound by almost no laws, they can do whatever the fuck they want with your money. Read their TOS and ask an attorney what it really means.
